The rule behind the letter
Helix Water District requires backflow prevention assemblies to be tested every year, under the California Code of Regulations, Title 17, and its own Policies and Procedures, section 5.3. Helix sends a reminder 30 days before the due date, and says plainly that it is the customer's responsibility to complete the test. Water services designated for irrigation must have a reduced pressure assembly, which is the device being tested.
Who may test it
Helix accepts tests only from testers it has approved: industry testers who have enrolled in the district's backflow platform and submitted their certification and test kit details. From July 1, 2026, the State Water Resources Control Board's Cross-Connection Control Policy Handbook also requires testers to hold a certification from a program the Board recognizes, earned through a proctored written exam and a performance evaluation. A tester who qualified last year is not automatically qualified this year, so it is worth asking.

- The tester connects a calibrated differential pressure gauge to the assembly's test cocks
- Each check valve is tested for the pressure difference it holds
- On a reduced pressure assembly, the relief valve's opening point is tested
- The shutoff valves are checked for tight closure
- The result is recorded and filed with the water supplier
